Phase I of this complex that houses the International Civil Aviation Organization was officially completed on October 10, 1996. The building represented an investment of 100 million dollars and constititutes the first phase of an immense real estate ensemble called Place de la Cité internationale de Montréal.

The second phase of the complex forsees the construction of two buildings east of the ICAO building, the first of which will have a surface space of up to 140,000 square feet and the second a surface space of up to 600,000 square feet. The site can have a variety of functions, such as offices, hotel, and condominiums in a single or mixed-use form.

Once completed, the complex will almost entirely occupy the squared area bordered by the streets Robert Bourassa to the West, Square Victoria to the East, Saint Antoine to the South and Viger Avenue to the North. Construction of the subsequent phases of the project could progress quickly due to the completion of the below grade construction, including three levels of parking space that can accommodate 369 vehicles and is located directly under the building’s main entrance.

The Place de la Cité internationale complex has a very imposing and formal main entrance that spans out into the large atrium between the two second phase buildings connecting the ICAO building. The Square-Victoria-OACI metro station, also connected to the complex, allows access to the World Trade Center, the InterContinental Hotel, the Aon complex/National Bank, the convention center and Place Bonaventure.
